The mission of the U.S. Army Corps of Engineers, Regulatory Program is to protect the nation's aquatic resources and navigable capacity while allowing economic development through fair and balanced decisions. The St. Paul District implements the Program in Minnesota and Wisconsin. This presentation will provide an overview of the process for obtaining permits, tips for expedient reviews, and recent and upcoming changes in the Regulatory Program. Specific topics will also include:
Information on select delineation topics;
An overview of Approved Jurisdictional Determinations (AJDs);
An overview of the Corps permitting process; and
Information on select mitigation banking topics.

Leslie Day, U.S. Army Corps of Engineers, St. Paul District
Leslie is the Mitigation Coordinator for the St. Paul District’s Regulatory Division. In her current role, she oversees the Division’s compensatory mitigation banking and in-lieu fee program in both Wisconsin and Minnesota. Marissa Merriman, U.S. Army Corps of Engineers, St. Paul District
Marissa is a Senior Ecologist for the St. Paul District's Regulatory Division with over 12 years combined experience in the federal government and private sector. In her current role she evaluates wetland and stream compensatory mitigation banks in Minnesota and Wisconsin and provides technical support and training for Regulatory program staff and the public regarding mitigation, wetland and waterbody delineation, and jurisdictional determinations. She has a BS in Forest Management and Ecosystem Restoration and certifications in Wetland Science and Ecological Restoration from the University of Wisconsin and the University of Minnesota. Ben Orne, U.S. Army Corps of Engineers, St. Paul District
Ben Orne is a Lead Project Manager for the St. Paul District’s Regulatory Division. He is part of the St. Paul North Regulatory team responsible for evaluating projects pursuant to Section 10 of the Rivers and Harbors Act and Section 404 of the Clean Water Act in 11 counties in Minnesota.
